ISPS facilitated Political Parties Forum

The United Nations Mission in South Sudan (UNMISS) convened a two days dialogue Forum
among political parties in South Sudan. The Forum was held under the Theme:
”The Political Transition of South Sudan: Reflecting on the past, Shaping the future”

Brought together over sixty political parties, registered and non- registered one operating within
the territory of the Republic of South Sudan.
According to the Political Parties Council, the body responsible for the political parties in the
country, over 29 th parties were registered successfully, while over 25 th applicants are being
processes for registration.
South Sudan is expected to hold it first every general election in 2027.
That is why dialogue among parties in regard to the implementation of the peace accord is
important as this will open the way for conduct of the long awaiting elections.
The objectives of this dialogue are, but not limited to:
The Forum aims to bring in dialogue representatives of signatory parties to the A-ARCSS to
deliberate and build consensus on immediate actions they can take to ensure the successful
implementation of the A-ARCSS and the end of the transitional period in February 2027.The
Forum provide a platform for dialogue among political parties to collectively assess the
implications of the extended transitional period and to explore solutions for ensuring a smooth,
inclusive, and peaceful political process in south Sudan. The discussions focused on
strengthening consensus, identifying key milestone, and addressing challenges relating to the
roadmap for the transitional period leading to elections in December 2026.
The Forum took place at Palm Africa Hotel in Juba, 12 th to 13 th February 2025.

The Forum was also attended by senior representatives from National Election
Commission(NEC), National Constitutional Review Commission (NCRC) UN, African Union,
IGAD, UNMISS, MPs from the Transitional Government of National Unity, Council of States as
well as by Presidential Advisor on Special Functions, Hon. Dr. Costello Garang Ring Lual, the
Minister of Interior, Hon. Angelina Teny, Mr.Guy Bennitt, Chief Political Affairs Officer and

Professors from University of Juba and Bentiu University of Petroleum and national Think
Tanks.
According to reports, A-ARCSS is behind the schedule in several areas, some of which are:
– Development of a timeline and action plan with clear benchmarks on the implementation
of the transitional period;
– Unification of various forces in to one command;
– Reconvening of the government-led joint-Taskforce on CMP;
– Establishment and operationalization of the Constitutional Drafting Committee and
Establishment and operationalization of the Preparatory Sub-Committee for the National
Constitutional Conference;
– Strengthening of Civic and Political Space;
– Launch of Civic and Voter education campaigns
